Could somebody please recommend me a good VST plugin that enables creating custom waves from scratch and multiplying voices to create supersaws? I have tried Zebra but it can only play 2, 4 or 11 voices at a time. Is there any other?

Z3ta 2 allows saving and loading custom waves, as did version 1 but the graphic display on 2 is much better. You get 6 oscillators which can be multiplied to 48 in multi-mode, per note.

Unfortunately, you can only change waves, not make them from scratch. And I've had enough of that as I can't seem to get a sound I desire.

in theory, you could use various waveforms til you get something that sounds good to you, then export their combined sound and then re-import it as a user wave.
Come to think of it, have you considered sampling?

You might want to try Reaktor?
That vst instrument is capable of stacking multiple waveforms to create your unique sounds with unlimited programming options.

"programming" sounds better, though I don't want to depend on pre-defined waveforms

I strongly recommend Absynth for what you want.
You can download a demo version here (you can't save patches and it dies after running for 30 minutes - other than that, WYSIWYG) http://co.native-instruments.com/index.php?id=absynth5pcdemo
It shines when used for pads and FX generation (and applying FX to preexisting sources as well), although it can handle leads and basses just fine.
Edit: As Charger mentioned, Reaktor is a good option as well, though I don't think it's as straightforward as Absynth.
