Every track on these albums (at least the ones in Japan) are made by the same person.

Not really. There are many different labels spread out across the SEB albums: A-Beat C, Sun Fire, Delta, HI-NRG Attack, SCP, Go Go's Music, SincalireStyle. Some labels may get more play time than other labels, but it's usually balanced out towards the end of year.
I know Dave Rodgers (A-Beat C / Sun Fire) engineers a lot of the labels' tracks; same goes for other label owners, and like Happy Hardcore, artists have a butt load of aliases.
