Politians in Germany have switched the system this year. Now every household has to pay such a pseudo-tax, even if you don't own a TV or radio. The quality is just as bad as private media 10 years ago and for political news it's even worse, because parties have installed enough people to public media to permit censorship.
Some years ago there was a discussion about paying this tax for owning a PC.
Someone posted a legendary letter to the editor in a magazine regarding to this point. I try to translate it:
"Now everyone shall pay for a tool that is technically able to receive broadcasting service. OK, I better should go to registration office and request receiving child benefits, because I technically have the tool to produce them."

it's got nothing to do with a cultural difference....
actually, he's got a point in the free enterprise v gov regulated political culture between the two countries.
Unfortunately, the point is lost in all the different varieties of pay tv america has, hence invalidating the whole pay for licence issue. So yes, they do put up with the same kind of BS, it just has a different name. As much as the backward idiots down in the states still stuck in 1770 want to disagree, it would save them a whole lot of money to have some government imposed economic regulation.
