Personally I think the only reasons youth crime went up are:
A. They have made more things a crime.
B. People are arrested for things now that they would have been taken back to their parents for back in the day to get a clipped ear/talking to.
C. CCTV and other modern crime fighting techniques have made it very hard for stupid young criminals to get away with things.

Completely agree with this. Every generation gives it the old "these youth of today" and have done for thousands of years no doubt.
