Okay, I have a couple questions... Why is that you can download mixes for free, and why is it that you cannot put the tracklisting (I was told that by Jenks)? Also, why do some websites allow you to place the tracklisting? such as the DnB websites and Trance sites I should know this but I never bothered to ask... I'm sorta on the logical tip because I'm in college right now...

I'm thinking because it's just pirated and no one cares, because the music is too underground?

Strictly speaking, online mixes for download are illegal. Only the producer/copyright owner can give them out for free or authorise them being given free. It's usually allowed to go on because -
The mix is of a low quality
The person has permission to give away the mix
Full length tracks aren't being given away.
Mixes are good promotional tools for both the DJ and the artists whose tracks are included.
Unlicensed tracklists aren't allowed on this site because they're naughty!
It's one of those grey areas - like tape packs, shouldn't be allowed but have a certain value.
Other websites allow tracklists because they want to - same as some sites allow (or even promote) illegal downloads.
Being underground doesn't really come into it to be honest, piracy is a big problem for Hardcore as well as other genres.
Mixes are a good way for people to hear music that hopefully they'll go out and buy.
