decent games for psp:
gta vice city comes out soon for psp.
loco roco is cool (only if he likes quirky games)
heres a scene from that:
ridge racer is a good laugh.

Lol, damn Loco Roco is addictive! i have the demo on my memory stick, i love it. the Japanese singing is the best 
the GTA games are supposed to be good, they're really popular, too. not my kind of thing like, but i would recommend it none the less.
i play RPGs, so i would recommend Breath of Fire III (exact PS1 port), Tales of Eternia, Monster Hunter Freedom, Popolocrois, Astonishia Story etc.
but if you don't like RPGs with the magic and the killing of giant monsters, then don't listen to the above!
good popular games are: GTA: Liberty City Stories, Virtua Tennis, Need For Speed, Star Wars Battlefront II, Everybody's Golf, and of course the footy games like Fifa, Pro Evo & World Tour Soccer 2
EDIT: it all depends on what style of gamer you are and what style of games you enjoy playing

Never understood portable gaming, don't see the point. Nobody I know plays them anywhere except indoors and there are thousands of better games on consoles and especially PC that you can play instead.
