If you want one of the sites premade ones just click on the list and wait for it to load, theres loads to choose from. If you want your own customised one then all i can suggest is try saving your picture in different formats before uploading it, that worked for me.
Although a while ago they werent working besauce of a few bugs on the site, that may be why.

go to home and a drop down appears
click on my area and then when the page loads go to edit profile
then, when that page loads, at the bottom you should see a custom avatar section
click on the browse button and then search your computer for an image, make sure that the dimensions are 100x100 pixels and the file size is under 25k
