People tend not to respond nicley to being "told" what to do.
If you tell someone to do something, 9/10 times they are gonna say f*ck off, Where as if you "ask" them to do something, the chances are they will do it.
Basic man management.
Of course, if you ask a complete stranger or even a friend. But if I got pulled over, I'd give him higher priority over anyone because he's an officer. I guess that's the problem; people just treat them like shit. But if they just kept asking/telling over and over, NOTHING would get done.

But, If he came at you barking orders, surley you would think, hang on a minute, who does he think he is to be telling me what to do..

and in my experience, when a cop tells you to move, you fu*kin move because they have means in which to make you move.
Once upon a time my buddies and I were out in front of a grocery store near christmas. We were just a couple of street punks and we were drinking and getting sh!tfaced. Well in our drunken glory we started to push over the christmas trees and breaking them and such. Well to our dismay there was a site attendant in a small booth on the other side of the trees and he called the police. The police arrived and told us to sit on the ground and wait while they talked to the attendant. I stood up and told them to f**k themselves and one of the officers came back over to me and repeatedly told me to sit down or he will assist me in sitting down. I then said some brash things and the cop kicked the sh!t out of me and let me tell you, tazers are no joke. After all that, since the attendant decided not to press charges, the police left since no crime was commited.
Needless to say, I deserved everything that I got because I called the officer quite a few names that I won't mention on this board as not to appear as though I am a homophobe, but you get the point.
Do what they say, and you won't find yourself on the business end of a tazer or a night stick. nuff said.

Only when its absolutely clear that the person is, indeed a police officer. Like in that case on the video. But once for me, 3 guys came from a BAR, with civile clothing, flashed the police sign so fast i couldnt even read one word of it, yet they expected me to believe them? hell no. Theres so many pricks out there that have sayd they are police, that i dont really believe just someones word for it. Needless to say, i got taken to the station with handcuffs The reason was, a drug dog walked by just before, and they were drug police. I didnt even have anything. It was rather scary, since i didnt "know" they were police, and they didnt use the standard civile police cars. Anyway my point is, if they would have used force on me, i would have taken it as a regular person attacking me.

luckily in america that is one thing that is standard, they have to make you fully aware that they are police when they make a move on you.

wot gives the police the right to use Tazers when they have been proven to be fatal? They just take the law into their own hands and it's them against u.

He said to me a few days later thankgod he didnt feel much of it with bein pissed! There was no point him reportin it as it's his word against theirs innit?

Actually theres been a lot of complaining about non lethal weapons (Amnesty among others), they lowers the barrier to actually use a weapon against suspects (e.g. that police wouldnt have used a real gun), can be used for torture etc. Its kind of a tough subject, since non lethal weapons have many good points too.

You could say the same thing about the people, if they know they are not going to die they might not listen to the police.
