In looking at the evolution into HHC, what took British HHC longer to get the 170 bpm & the harder 4-beat pattern mark compared to the Dutch, German, and Scottish HHC?

I would presume because the rave and jungle scene was larger than the bouncy stuff in Southern England. Heck, I'm pretty sure german Hard Trance was faster around that time.
We could also include Spanish Makina that was quite slow as well around 1995-1997

UK hardcore started from a different place (breakbeats) and evolved on its own for a while (1990-93) then it split into jungle and happy hardcore from 93 ish, happy hardcore then started using more kicks and getting faster and merged with the now popular bouncy techno/eurocore around 94-96.
